Associate Director, SMD Finance & Operations

GENERAL PURPOSE:
Leads and develops an internal team to support the following areas: Finance, business planning and budgeting, administration, as well as the research and academic missions of the School of Medicine and Dentistry.
Designs, develops and enhances current financial management systems. Maintains responsibility for assigned areas of School of Medicine and Dentistry management such as internal financial reporting, classification of accounts and funds, ledgers and research financial management.
SPECIFIC RESPONSIBILITIES:
Administrative and Financial
School of Medicine and Dentistry funds flow modeling
Senior administrator responsible for creation and maintenance of annual funds flow budgeting model
Periodic reporting against budget for each academic department
Oversee allocation of central revenues and expenses across departments
Direct department administrative leadership to update changes and reconcile variances
Lead trainer of department administrators in budgeting tools
Responsible for financial management generation of reports to guide senior management.
Enhances and maintains SMD accounting, principals and procedures.
Includes preparation of funds-flow financial reporting for departments as well as supervising the preparation of monthly financial reporting for URMC integrated financial reporting.
Continued annual responsibility for annual LCME financial reporting for Medical School accreditation.
Responsibilities for maintenance of the school’s five-year budget plan
Oversight and administration of SMD Axiom budgeting including periodic budget modifications
Leads annual departmental budget discussions
Lead meetings with departmental leadership regarding financial budgets and results
Oversees development of faculty productivity and financial data for department leadership and Vice Dean for Research
Lead faculty salary and productivity reviews with department leaders with Vice Dean for Research
Directs maintenance of faculty and chair recruitment and retention commitments
Maintain up-to-date commitments for SMD
Chair recruitment commitments tracking remaining balances against total
Retention commitments for select faculty
Annual commitments from Letters of institutional support or emerging programs
Track annual commitment spending and distribution
Leads presentation of findings quarterly with URMC senior leadership
Oversight responsibilities for;
Divisional and cross divisional scientific cores and service centers related to budgeting, administration, policy, personnel and federal regulatory compliance in addition to oversight of accounting staff
Facilities and Administrative study components including space functionalization, equipment survey and departmental support.
Clinical trial budgeting, compliance and budget variances.
Grant proposals for SMD.
Other oversight responsibilities < 5% each
Divisional approval for indirect cost waivers, modifications and sharing of indirect cost recovery with other divisions and or campuses.
Unrelated business income tax (UBIT), private use and external business issues both divisionally and cross divisionally and with University legal for all research and service agreements.
Divisional departmental research incentive program and faculty interim funding; develops policy and guidelines and oversees budgeting and financial reporting.
Research capital equipment leasing arrangements and oversees the SMD capital budget.
Divisional annual Plan Confirmation System review and administrative follow-up, including effort reporting policy and compliance.
Cross divisional financial and administrative offices pertaining to research funding, financial reporting, budgeting and policy development.
Grant Out of Award Business Improvement Plan.
Other job duties as assigned.

REQUIREMENTS:
Bachelor’s degree required.
Master’s degree, equivalent course work, or specialized experience in an appropriate field preferred.
Five years relevant experience including at least two years at a managerial level, including staff supervision required.
Or equivalent combination of education and experience required.
Fiscal administrative experience required.
Team management skills and experience preferred.
Computer skills including use of web based resources and working knowledge of spreadsheet, graphics, and scheduling software are essential preferred.
CLASP certification. Knowledge of Axiom, Workday, HRMS, URSpace, MyPath, and IORA and other UR systems preferred.
CLASP certification within one year of job entry preferred.
