Under the direct supervision of the Director of Planning and Project Management the Associate/Senior Project Manager is responsible for leading and managing the capital development process from planning through occupancy and assuring sound stewardship of the university’s resources, compliance with University and regulatory requirements and the product is fully operational within approved performance specifications. The work involves performing and/or overseeing; planning, assessment, programming, estimating, design, bid, construction administration, budget and schedule maintenance, commissioning, safety and quality control.
Under the direction from the director with latitude for self-directed action shall:
Associate/Senior Project Manager – Grade 55/56
Drive, from programming through operational start-up, the process to complete capital projects: accountable for completing projects for their intended use, safely, per specifications, on budget, on schedule and optimizing value. 20%
Lead and effectively control the project decision making process, including change management, to assure accountable expenditure of financial resources and facilitate effective long-term stewardship of financial and physical assets. Actively participates in the project decision-making process and ensures team members and administration are regularly informed and aware of the status of any changes or constraints, project budgets, and/or schedules for all assigned projects. 20%
Assure compliance with industry standards, building codes, regulatory requirements, University of Rochester Master Plan, University design standards and procedures, sustainable design practices, and program objectives of assigned projects. Review progress submittals and facilitate milestone review meetings that include input from stakeholders. 20%
Develop and nurture effective working relationships with user groups. Plan and organize objectives and long-range programs to ensure customer needs are being consistently met. Regularly meet with customers to assess needs, establish definable expectations, monitor performance and resulting levels of satisfaction. Promote joint planning, problem resolution and decision-making. 5%
Provides briefings and complex, detailed reports that are accurate and contain appropriate detail. Maintains accurate and up-to-date documentation of client needs, project scope, schedule and budget. Establish and manage the project budget throughout the life of the project. Documents all decisions. 10%
Prepare extensive and complex studies, estimates, schedules and reports. Participate in the capital budgeting process, evaluating requests, completing estimates and meeting with user groups to outline needed space. 5%
Oversee preparation and completion of commissioning and occupancy including preparation of punch list items, coordination of equipment design, procurement and installation and relocation functions. 5%
Seek and attend professional development seminars, workshops, conferences, etc. to increase knowledge set beneficial to the completion of duties and to the benefit of the University. 5%
Provide mentoring, guidance, and/or supervision to Assistant Project Managers and Project Coordinators. 10%

Band One: Associate Project Manager – Candidate must possess through a combination of education and work experience advanced knowledge of construction project management and capital project planning. Professionals in this band will manage multiple, challenging, tight tolerance, multi-end user, sophisticated projects with a duration of up to 36 months and budget of $20M. Mentoring of junior staff is expected. Interface with Senior Administration and Executives on a limited basis. Total project portfolio will typically not exceed $50M.
Band Two: Senior Project Manager – In addition to the responsibilities of an Associate Project Manager, candidate must possess through a combination of education and work experience expert knowledge of construction project management and capital project planning. Professionals in this band will manage the most challenging, complex, technologically sophisticated, multi-end user projects with duration beyond 36 months and unlimited budgets. Candidate will also be involved in the development and review of projects under consideration. Mentoring and formal supervision of junior staff is expected. Interface with Senior Administration and Executives is frequent. Total project portfolio will typically exceed $50M.
Education/Experience (minimum required):
Bachelor’s degree in Architecture, Engineering, or related discipline or equivalent combination of education and experience. Must have own transportation with current registration and valid driver's license.
Must be proficient in computer software applications for managing project data and financials.
Excellent written and verbal communication skills are required.
Education/Experience (Desirable Qualifications):
Demonstrated familiarity with interim life safety code, infection control requirements and standard health care construction practices.
Experience using Auto-Cad and project management software.
Demonstrated experience in projects using sustainable design
Experience working in a healthcare environment.
Experience working in an academic environment.
Experience working in an academic medical center.
