General Purpose:

Conducts compliance training on HRMS Time & Labor and on applicable federal and state labor laws, as well as applicable University policies, practices, and procedures. Monitors, assesses, analyzes and reconciles compliance issues related to established guidelines and federal and state labor laws. Works collaboratively with HR Business Partners, HRMS, Leave Administration, Organization Development, and Legal Counsel to ensure Fair Labor Standards Act (FLSA) compliance. Applies job evaluation techniques to meet institutional needs; to analyze jobs, edit descriptions and assist in grade evaluations. All duties and responsibilities may be applied to the University and all affiliates. Specific Responsibilities:

Under general direction and with latitude for independent judgment:

Provides education and communicates on importance of compliance with federal and state labor laws and University policy and procedures. Conducts HRMS training sessions for staff at all levels in the organization, which includes interpretation of University policies and procedures. Responsible for presentation of HRMS Time and Labor training class and training on other applicable federal and state labor laws. Conducts one-on-one or department specific instructions as needed for customers post-classroom.

Conducts FLSA compliance training sessions for staff at all levels in the organization, which includes interpretation of University policies and procedures.

Interacts with Organizational Development to ensure that classes are scheduled and advertised, participants are registered, materials are printed/distributed, class rosters are provided, class participants are input into HR training database, and notification to applicable HR Business Partners of Time and Labor Training class participants in order to initiate timely HRMS access for users of the system.

Keeps abreast of system changes and upgrades as well as regulatory changes that may impact training through interaction with HRMS and Legal Counsel. Ensures materials are updated to reflect any changes and upgrades.

Performs complex job studies including assessment of organizational structures, classifications, and salaries. Evaluates, analyzes and edits descriptions for new and revised positions in support of the University's Compensation program; consults with HR Business Partners; reviews all descriptions for adequacy and advises HR Business Partners of needed corrections, etc.; and provides staff assistance by preparing materials, participating in meetings as appropriate, and informing those concerned of results.

Conducts audits to ascertain the extent of compliance within applicable established University policies and practices, as well as federal and state labor laws. Makes independent decisions as to importance of findings. Familiar with compliance culture across the University.

Monitors compliance with established guidelines and labor law. Compiles and analyzes FLSA and Affirmative Action compliance-related reports and submits to Compensation management for review and obtains guidance as necessary. Maintains responsibility for data integrity. Establishes contact with applicable HR Business Partners, outside consultant or other interested parties for follow up and reconciliation of potential compliance issues for identified University departments.

Collects and analyzes annual and other wage rate surveys comparing the University's wage rates and relevant data with other comparable employers. Prepares reports, charts and graphs summarizing data. Assists in executing approved initiatives.

Responds to surveys for wage and other policies, practices, and statistics from other institutions, universities and hospitals.

Reviews proposed compensation actions for compliance with established guidelines and policies. Obtains factual information and exercises discretion in resolving issues.

Assesses current policies, procedures and guidelines and recommends additions and/or revisions as appropriate.

Counsels management with respect to policies and procedures makes recommendations and suggestions or referrals.


Bachelor's degree in Human Resources Administration or Business Administration and 2 years of related experience; or an equivalent combination of education and experience.
