Responsibilities

General Summary:

The Deputy General Counsel for Health Sciences & Chief Counsel for URMC works with a team of highly skilled attorneys, professionals, and support staff to address a broad range of legal issues related to both URMC and the university at large. The Deputy General Counsel has primary responsibility for legal issues related to URMC and will serve as a close advisor to the general counsel and university and URMC leadership on a range of health care and university-wide legal matters. The Deputy General Counsel provides, supervises, and directs legal services for URMC and will collaborate with faculty, staff, and leadership at URMC, and the larger university.

Responsibilities:

Provides, supervises, and directs legal services in connection with legal matters involving URMC, and its departmental leadership, faculty, and physicians including, but not limited to, transactions such as clinical services arrangements, affiliations with other health systems, acquisition of physician practices, physician employment agreements, consulting services agreements, and purchases of other goods, and services.

Mentors, supervises, recruits, and inspires a team of attorneys, paralegals, and support staff in the delivery of these legal services.

Serves as a critically important strategic thought partner to the general counsel, and to university, and URMC leadership.

Partner with and manage the expert, efficient, and effective delivery of outside legal services for legal matters, when necessary, and manage related costs.

Ensure compliance with legal and regulatory requirements in matters referred to the office of counsel related to clinical services and physician practices including professional fee billing compliance, healthcare fraud, and abuse, and physician practice standards.

Work with academic leadership and faculty in URMC on the broad range of issues related to sponsored research including human subjects protection, conflict of interest, ethics reporting, responsible conduct of research, and other regulatory requirements related to research.

Continuously support the University’s execution of its strategic plan, including the commitment to diversity as an institutional value, with the delivery of relevant, expert legal services.

Work closely and collaboratively with counterparts in the office of counsel, including the associate vice president for risk management in oversight of the administration of URMC’s captive medical malpractice insurance program, as well as faculty, staff, and leadership at URMC and across the University.

Qualifications:

  • Juris Doctor

  • Excellent academic credentials (preferred)

  • A minimum of ten years of relevant legal experience, which should include several years counseling on issues relating to a school of medicine; law firm partners and lawyers for government agencies, or other entities with substantial experience counseling academic institutions with medical schools will be considered.

  • Experience recruiting, managing, and leading a team of talented attorneys with a range of experience, and expertise.

  • Experience working in a highly regulated environment including a broad and deep understanding of the overall regulatory environment affecting academic medical centers, schools of medicine, and academic institutions.

  • Experience negotiating complex agreements such as hospital affiliation agreements, technology transfer, and clinical trials agreements.

  • Experience interacting with boards of directors including preparation of materials for board meetings, and advising on various issues such as corporate governance and fiduciary duties, ethics, and legal compliance, and strategic transactions.

  • Demonstrated work ethic and intellectual capacity to successfully plan for and lead complex projects requiring a team approach for resolution within deadlines.

  • Excellent communication skills, including demonstrated ability and judgment in the timely, effective transmission of information to key stakeholders.

  • Expertise relating to sponsored research oversight including both human, and animal research subjects, and clinical trials (preferred).

  • New York State Bar member or eligible for immediate reciprocal admission.

Pay Range

Pay Range: $495,000 - $545,000 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
