Responsibilities

GENERAL PURPOSE: Directs the planning, implementation, coordination, operation and evaluation of URMC’s Faculty Recruitment Talent Acquisition Division including coordination for the recruitment of internal and external faculty candidates for identified business units across the enterprise. Develops, reinforces and implements policies, policy changes, and best practices related to outreach and recruitment of faculty including efforts to enhance the applicant experience, customer service to business leaders and efficiency in operations. Develops and implements data metrics and analyzes information to assess program effectiveness. Works collaboratively with Chairs, Chiefs, Center Directors and other Business Unit Leaders as well as with the Deans Office, the Office of Academic Affairs, and Medical Faculty Group Leadership to promote a pro-active recruitment program which includes building a best in class experience for applicants, talent pool and pipeline development and conducting other related activities. Acts consistent with URMC obligations as federal contractor.

SPECIFIC RESPONSIBILITIES: Under general direction and with latitude for independent judgment:

Responsible for directing the planning, coordination, operation, implementation and evaluation of programs, policies and procedures related to the Recruitment of Faculty and related goals and objectives and aligning these with URMC overall goals and objectives. Evaluates recruitment and related programs/policies and monitors effectiveness to ensure goals and objectives are being met. Develops new and innovative approaches and action plans for outreach and recruitment to meet business objectives, regulatory compliance and the University’s strategic goals.

Collaborates closely with the Senior Director of Talent Acquisition and the VP for HR URMC and hiring department Chairs, Chiefs and Center Directors to plan and execute appropriate recruitment strategies and action plans to secure top talent in identified areas, and meet strategic workforce planning needs. Consults with client managers to establish relationships and create mutually beneficial partnerships, gathering information from them to react appropriately to faculty current openings. Provides advice to business about recruitment best practices and policies associated with hiring a diverse population of top talent.

Works with Faculty Leadership and marketing to develop and reinforce our employer brand in order to focus on attracting highly qualified, diverse candidates. Develops a screening and selection processes for presenting positive, balanced, and accurate attributes of the position, the department, and the organization to provide candidates with a rewarding interview and overall candidate experience.

Develops and implements programs, policies, and procedures designed to enhance the Faculty Talent Acquisition function. Works with the Senior Director of Talent Acquisition to develop, interpret and/or communicate policies, procedures and services. Continually evaluates policies related to best practices, procedures, and services and develops, recommends and implements changes when appropriate.

Provides direction to recruitment staff and aligns priorities for associated areas of responsibility including but not limited to, search committee formation, department interviews, candidate visits and selection. Maintains an awareness of recruitment sources, selection processes, job requirements and legislation concerning equal employment practices.

Responsible for identifying vendors and service products that will support the recruitment process and negotiates terms and conditions of these contracts in collaboration with University Purchasing. Interfaces with other Human Resources divisions and the Office of URMC Equity and Inclusion to assure adequate flow of information.

In collaboration with the Senior Director of Talent Acquisition establishes and monitors goals and objectives, including the evaluation of the overall recruitment program and its’ effectiveness in building qualified, diverse candidate pools. Develops new approaches and action plans to meet stated objectives.

Interprets and/or communicates recruitment related policies, procedures and services through written and oral presentations.

Utilizes data through statistical analysis, to determine the effectiveness of recruitment efforts and to build recruitment strategies. Prepares presentations to convey program goals and outcome measures to senior leaders.

Serves as a subject matter expert for regulations and policies related to talent acquisition and employment related regulations and policy. Assures compliance with established University policies and procedures and local, state, and federal laws and regulations related to employment law.

Keeps abreast of developments and trends in the Talent Acquisition field by benchmarking with peers, reading professional journals and attending meetings, professional forums, seminars, conferences etc.

Hires, manages and evaluates performance; recommends classification reviews; and initiates other personnel related actions for staff in the Talent Acquisition Division. Orients and trains staff in the department as required.

Plans, organizes, staffs and prepares budgets for the division. Manages division's performance against plans and budgets; adjusts plans or performance as necessary. Develops and implements proposals/recommendations related to Talent Acquisition functions.

REQUIREMENTS:

Bachelor’s degree in related field and 3-5 years of progressively responsible experience in human resources or recruitment; with at least 3 years managing a recruitment function and team; or an equivalent combination of education and experience. Master’s Degree, SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) current certification preferred.
