GENERAL PURPOSE:The Laboratory for Laser Energetics (LLE) at the University of Rochester is a unique national resource for research and education in science and technology focusing on using lasers to initiate fusion and high energy density physics. LLE is currently seeking a Facility Security Officer to manage, administer and coordinate the DOE security program and activities to ensure compliance with government and LLE security policies and procedures. The FSO serves as a trusted security advisor by understanding security risks and technologies and by providing leadership, support, and strategic/tactical guidance to drive security fundamentals into aspects of the business.SPECIFIC RESPONSIBILITIES:

  • Develop and maintain a security architecture process that enables the department to develop and implement security solutions and capabilities that are clearly aligned with enterprise, technology, and threat drivers.

  • Analyzes and interprets DOE policies and develops, revises and implements procedures for security compliance.

  • Focuses on physical security infrastructure, procedures, projects, and education to ensure DOE and USG security procedure compliance.

  • Maintains the Site Security Plan in accordance with government orders; leads and maintains the Foreign Ownership and Controlling Influence (FOCI) certification process.

  • Identify and document threats and vulnerabilities that may impact the business and address them regularly with the department

  • Work closely with leadership to instill physical security policies and practices throughout business units to address security operations, incident response, application security and infrastructure.

  • Interfaces with DOE HQs, counterintelligence and FBI contacts.

  • Takes the lead in responding to action items from security audits including the annual self-assessment.

  • Verify security content training initiatives and internal/external communication are conducted regularly.

  • Provides security training and annual awareness reviews.

  • Stay abreast of new laws, regulations and standards, and assess their impact to the business.

  • Support classified operations on the Omega Facility

  • Performs other duties as assigned.


  • Bachelor’s degree in related field required;

  • Minimum 5-8 years of experience working in multiple security verticals required;

  • Or equivalent combination of education and experience required.

  • Strong written and oral communication skills preferred.

  • Ability to think strategically and tactically, with effective decision-making skills preferred.

  • Extensive knowledge of all required DOE security regulations (NISPOM) strongly preferred

  • Experience managing secure facilities or operations security (OPSEC) strongly preferred
