ResponsibilitiesSupervisor:
Director of Finance, Department of Psychiatry
GENERAL PURPOSE:
Performs specialized and complex analysis of financial data in support of Psychiatry Hospital programs, Medical School and Grant programs. This individual must have knowledge and application of general accounting theory, techniques and practices, and knowledge of the University's account system and regulations for submission and reporting of federal NIH grants. The incumbent plays a pivotal role in the Department of Psychiatry's fiscal budgeting and monitoring activities.
SPECIFIC RESPONSIBILITIES:
Under general direction and with latitude to exercise independent judgment within established policy:
50% Financial Reporting, Monitoring and Analysis
Coordination and preparation of annual reports for submission to SMH, Monroe County/CCSI and NYSOMH - monitors annual changes to process and trains staff in preparation of the following reports.
Consolidated Fiscal Report (CFR)
Consolidated Budget Report (CBR)
Consolidated Claiming Report (CCR)
Consolidated Quarterly Reports for Deficit funded programs
End of Year Forecasts for deficit funding
CCBHC Cost report
Provides reports and information to SMH Finance for Institutional Cost Report (ICR)
Financial management report s , s tatements and spreadsheets providing information and analysis based on project needs
Monitors and reconciles new funding matrices from CCSI and OMH reporting changes to Program Administrator
Assists with compilation and review of Departmental profit and loss statement generated by SMH Finance, suggests changes analyzes impact of changes
30% Department Fiscal Development and Training
Develops and coordinates Departmental journal entry transfer process for SMH and Medical School
Coordinate Departmental process for Capital Equipment purchases and Friends of Strong funding requests for SMH and Medical School
Performs initial review of budget and FTE modifications for SMH programs, trains staff in processes
Coordinates preparation of Department's monthly variance report process with area Administrators
Coordinates reconciliation and distribution of reports for Departmental gift account
Participates in Psychiatry Audit Committee to interpret UR policy, develop understanding of internal processes, making suggestions for change and writing policies
Develops and coordinates contract billing processes for over 100 outpatient contracts within Psychiatry, development of IPAs for VA contract, performs account reconciliation and analysis
20% Supervision
Staff Accountants – 3.0 FTE
Manages the monthly reconciliation process for approximately 100 FAOs across all URMC entities
Maintains CLASP certification for Research Administrators
Computer knowledge essential, works with Workday, COGNOS, Excel, Access, NYSOMH software
Minimum Qualifications:
Master's degree in Accounting or Business and 2 years accounting experience; or equivalent combination of education and experience. Proficiency with MS Word, EXCEL, and ACCESS. Excellent organizational and interpersonal skills required. Knowledge of University policies and procedures preferred.
