HR Compliance Rep, Ofc for Out of State Employment

GENERAL PURPOSE:
Serves as first point of contact for UR Community on out of state/country employment requests. Provides guidance and interpretation on policy, procedure, and regulatory compliance related to out of state/country requests.
RESPONSIBILITIES:
Serves as first point of contact for UR Community on out of state/country employment requests. Provides guidance and interpretation on policy, procedure, and regulatory compliance related to out of state/country requests.
Receives and logs all out of state requests for staff and faculty. Conducts initial cursory review for those in new states and existing states UR has presence in. Makes initial risk assessment based on legal summaries/mineral updates to present to the Manager.
Monitors and tracks all request activity for out of state and country employment. This includes keeping abreast of anticipated start dates for review completion and upcoming end dates that require extension requests for re-evaluation. Periodically monitors for status change/termination of those out of state. Logs out of state data into HRMS
Initiates follow up emails on approvals/denials. Responds to general out of state inquiries. Maintains electronic files/documentation on approval/denials. Initiates mandated federal and out of state employee notice acknowledgments as part of onboarding/transitioning to new state. Monitors for out of state compliance /regulatory changes through mineral and legal notices. Works with Manager to make changes to notices, develop new policies, and assess ability to maintain out of state compliance.
Maintains outside contracts with vendors (expiration dates).
Reconciles budget and calculates and coordinates departmental billing, reconciles budget, issues payments to service providers/vendors.
Creates ad hoc reports on activity for leadership, counsel and for vendors providing coverage riders for workers compensation and disability.
Other duties as assigned
QUALIFICATIONS:
Bachelor's degree in the areas of Business Administration, Accounting, Human Resources Administration, or related fields required.
1-2 years of related experience required.
