GENERAL PURPOSE :
Analyzes problems, provides complex program specifications, develops or modifies programs, assists in the scheduling of programming projects, and supervises the technical activities of assigned personnel.
SPECIFIC RESPONSIBILITIES :
Under general guidance and with latitude for considerable judgment and initiative:
Confers with technical and user personnel to assess needs and recommends modifications and/or additions to programs and equipment.
Consults with users on the use of system support programs. May provide direction and guidance to other analyst/programmers as they are assigned by the manager.
Assigns and reviews the work of assigned personnel. Instructs personnel on established standards and provides technical knowledge and guidance to assure optimum efficiency and project progress. Programs difficult and complex parts of application systems. Enforces standard program change policies and procedures, reviews test results, and insures that documentation is kept current and complete.
Consults with departments to asses complex data preparation and management needs, programs design and testing; package selection and use of systems, software and equipment. Offers solutions and suggestions to provide optimum efficiency and cost effectiveness.
Keeps abreast of trends as they relate to the computer field by self study, attending job related seminars, courses, or conferences which enhance personal development and strengthens the user service function.
Performs other related duties as required, including presentation of seminars, courses, and instruction on computer services as required.
Bachelor's degree in related discipline such as Computer Science, Business, Mathematics, Statistics, Science or Engineering, and 4-5 years of related experience, preferably 2-3 years in a supervisory capacity; or an equivalent combination of education and experience. Master's degree preferred.
