Regional Operations Director, Imaging

POSITION SUMMARY:

As a senior contributor to URMC’s goal to prepare for healthcare reform, the Regional Operations Administrator of Imaging will manage and drive analysis, recommendations and implementation of Imaging Services consistent with established quality, process and protocol governed by UR Imaging leadership. This individual will work closely with the Regional Business Development office in leading program development between community and regional constituents, UR Imaging and regional provider base. Where UR Imaging protocols, process and procedures are not able to be implemented, alternate solutions will be developed. This position will work closely with and leverage established resources and contacts at UR Medicine and UR Imaging to ensure efficient and accurate processes and practices are implemented and sustained. This position will also serve as Sr. Administrator on UR Imaging’s Leadership team.

DUTIES AND RESPONSIBILITIES

35% - Imaging Strategy for Business Expansion and Growth

  • Independently oversees all UR Imaging Regional site’s Imaging equipment for quality and regulatory compliance. Assists affiliate site’s leadership with capital acquisition plans.

  • Active contributor/consultant to regional Imaging site’s operations and workflows to ensure safe and efficient operations, consistent with JC and ACR standards and guidelines for regional Imaging locations; Noyes, St. James and Jones Memorial, Auburn Community Hospital

  • Actively participates in Imaging Quality Review, QA feedback from Radiologists across all modalities in areas of image quality improvement through parameter changes, protocol enhancements consistent with UR Radiologists’ standards and guidelines.

  • Assists Regional Imaging Departments with Business Plans pertaining to needs assessments, resource requirements and cost estimate models. Assist with developing staffing models to ensure safe, efficient and cost effective operations.

  • Develops, coordinates and manages Interventional Radiology clinics; currently at Noyes, St. James, FF Thompson and Auburn Community Hospitals.

  • Serves the URM Imaging Enterprise as Interventional Radiology liaison to ensure all Interventional sites are appropriately staffed with IR Faculty and patients are being scheduled at the appropriate locations for services. This position is responsible for achieving ‘load balancing’ amongst IR sites between SMH, HH, ERR, FFT and Regional IR sites.

  • Works closely with Centralized Scheduling at SMH and all affiliates to maximize each location’s utilization of IR and Imaging services, focusing on advanced imaging with the goal to load balance resources and improve revenue generation as well as patient access at all sites.

  • Works in conjunction with Imaging and URM Leadership to identify and mitigate leakage of Imaging Services to non-URM practices.

Assists Regional Division Chief with scheduling of Faculty and APPs to ensure coverage as required at all Regional sites.

20% - Process Improvement

  • Identifies and executes on going opportunities for improvement in process and service. Co-leads initiatives with site Director/leadership for all advanced modalities; IR, MR, CT, Ultrasound and Nuclear Medicine/PET

  • Collaborates with program leaders and physicians to develop workflows related to safe and efficient clinical operations. Works with IS IT to establish efficient workflows from data acquisition and completion to final report delivery. Participate in the assessment and revision of workflows during initial implementation phases. `

  • Collaborates with system wide teams on new policy, interpretation, updates and the setting of new department wide initiatives. Makes recommendations on employee engagement, motivation, retention and growth of staff. Keeps informed of all Imaging-wide activities and maintains knowledge of all Imaging clinical and revenue-related functions.

15% - Internal Leadership

  • Independently collaborates with regional Imaging’s activities and reports back to Sr. Dept. and URM leadership. Participates in appropriate clinical leadership, operational, and planning committees, fostering relationships with relevant clinical and operational leadership at each URM affiliate and contracted service area.

  • Serves as a member of Imaging’s Executive Committee, Clinical Operations group, Supervisor’s group and other relevant committees to ensure high level communication, collaboration and program development.

  • Represents UR Imaging in regional contract development to ensure reasonable operational expectations from regional constituents including service level agreements, collaborative activities and synergy building between regional sites.

  • Develop and manage pool of imaging technologists that can serve as temporary fill-in for disabilities, vacancies and unforeseen staffing shortages.

  • Participates in Department level projects and initiatives as directed by Department Chair and Leadership team.

15%- Relationship Development

  • Is accountable for the identification and implementation of activities that promote the expansion of Imaging Sciences to enhance URMC reputation through collaboration, innovation and relationship building with regional hospitals, community health care entities, strategic partners and provider referral base.

  • Coordinates and leads multi-disciplinary operational meetings at each affiliate site, inclusive of Affiliate/Departmental leadership, Imaging leadership, Radiologists and appropriate affiliate staff. Mutually identifying issues, resolutions, forming strategic and mutually agreed upon tactical action plans. Manages targets and progress to report back to group.

10% - Program Implementation

  • Provide consultative, technical and staff support as appropriate.

  • Identifies and plans expansion opportunities in conjunction with the affiliate leadership. Participates in development and execution of business plan for program expansion.

  • Identifies gaps in service excellence. Collaborates with regional leadership to develop and implement remediation plan. Monitors/measures service for improvement. Ex. Report TAT

  • Develop standardization strategy consistent with UR Imaging’s established practices.

  • Plans, manages, and participates in Imaging capital and operating budgeting processes. Maintains an ongoing awareness of project resources in relation to budget plan parameters and rate of spend for use in decision making and influence in assigned area and across all Imaging locations. Able to speak to and support all decisions regarding enterprise capital improvements, maintenance and requests to support expanding regional development.

5% - Innovation

  • Designs continuous improvement programs to advance affiliate locations to UR standards.

  • Develop strategies, through zero based staffing metrics to support the periodic need for additional staffing as the Imaging System grows and becomes more complex.

  • Keep current and advise on image exchange / remote connectivity options to enhance collaboration, affiliation, and accountable care (population) management.

EXPECTATIONS

  • Solid experience interacting with all personnel levels including Sr. Leadership, with the ability to discuss Imaging technology, workflows and Imaging finances in a meaningful way with persons of varying levels of expertise

  • Strong communication skills with the ability to negotiate while building trust among constituents.

  • Knowledge and appreciation of business concepts and requirements applicable to large academic medical centers, regional and community hospitals

  • Ability to develop and deliver presentations

  • Consultative and advisory skills

  • Self-motivated and well organized with strong facilitation and delegation skills

  • Strong problem-solving skills, ability to multi-task and manage time effectively

QUALIFICATIONS:

  • Bachelor’s degree in Imaging Sciences or related field, MBA or Masters in Healthcare Administration

  • preferred

  • Minimum 5 years of experience in Senior level management in Imaging/Radiology or related field, preferably at an academic setting

  • Knowledge in Lean Process Improvement techniques
