The ISD Senior Financial Analyst works closely with the Assistant Director and ISD leadership to support annual planning and ongoing monitoring of operating and capital budgets. Provides and maintains financial and contractual templates and standards for all teams within ISD. Conducts audits and data analysis. Reviews contracts and makes adjustments and recommendations as needed.
FINANCE ADMINISTRATION PLANNING
In collaboration with the Assistant Director of Finance for ISD, develops operating and capital budgets for upcoming fiscal years.
Designs financial reports for ISD Senior Leadership to reflect fiscal operations of the department.
Validates totals of all items comprising budget subcodes to ensure appropriate funding levels are proposed.
Reviews contracts and extracts upcoming fees for input into budgets.
Completes FAO closeout forms on all Capital Projects.
Forecasts salary and benefit spending; relates technology shifts to budget impact and advises on appropriate mitigation or adjustment to expense or funding lines.
PROJECT CONTRACT MANAGEMENT
Under the direction of the Assistant Director:
Evaluates new ISD projects that require external vendor support during the ISD Governance process by reviewing proposed contracts and making adjustments or recommendations as appropriate.
Reviews new IT contracts and identifies acceptable terms . Consults with leadership, purchasing and Legal as necessary.
Ensures complete ISD contract SOP has been followed and all required aspects are completed.
Enforces contract terms, requirements, and fee reductions/penalties for missed service level metrics or other deliverables.
Completes contract amendments, change orders, license renewals, and audits for enterprise software applications, hardware maintenance, IT support, and other supporting agreements.
AUDIT AND COMPLIANCE
Performs analyses and tests to ascertain integrity of accounting data, account balances and timeliness of reporting. Makes day-to-day interpretations and decisions on the accounting treatment of financial transactions. Makes adjustments as necessary.
Reviews ledgers; prepares journal entries as appropriate; manages operational activity for best efficiency; evaluates and advises on required budget changes as technology shifts.
Responsible for ISD asset tagging on all equipment. Updates UR Space System with asset tag information.
Performs ad hoc analyses relating to assigned projects
Analyzes and interprets highly complex data, statistics and financial information
Other duties as assigned
Bachelor's degree in Accounting required
3-5 years of relevant experience in a health care and/or University setting required;
or an equivalent combination of education and experience required.
Demonstrated skill in budget development preferred
Ability to work both independently and as part of a team. Efficient time management skills preferred.
Excellent verbal and written communication skills preferred.
