The Point of Care Supervisor is responsible for the efficient operation of all UR Medicine Point of Care Testing (POCT) activities on the Strong Memorial Hospital campus and at all in-network physician clinics and offices. This position develops equitable staff assignments and provides excellence in service to diverse internal and external partners consistent with the mission, vision and values of the hospital. The Supervisor is responsible for addressing human resource matters in accordance with organizational and departmental policies and procedures. Works collaboratively with POCT clients, staff and trainees on all new testing requests and projects.


Under the general direction of the SMH Assistant Director of Operations and Medical Director of POCT.


Responsible for all laboratory section staff.


Regularly utilized standard office equipment including PC, Laboratory Information System (LIS), computer equipment and other equipment of similar scope and complexity. Knowledge of basic laboratory diagnostic equipment is required.

  • Administration/ Leadership: (15%)

  • Responsible for establishing, revising and communicating effective laboratory policies and procedures that are in compliance with hospital policy and procedures.

  • Ensures that lab/section staff’s compliance with policies and procedures.

  • Works collaboratively with laboratory supervisors to integrate and synchronize laboratory operations.

  • Supports laboratory and section, departmental and organizational strategic initiatives.

  • Develops departmentally and organizationally aligned section goals and objectives in collaboration with section and laboratory faculty. Leads regularly scheduled laboratory and section management meetings and provides timely responses to all action items.

  • Facilitates and supports the open expression of diverse ideas and suggestions of laboratory and section staff.

  • Models effective leadership skills including but not limited to professionalism, positive attitude, team building, excellence in judgement, and mutual respect.

  • Accountable for the laboratory section’s performance.

  • Operational Management/ Technical Performance: (30%)

  • Keeps current on advances in the field, evaluates opportunities for improvement and implements changes as appropriate.

  • Confers with SMH Assistant Director of Operations and Laboratory Director (faculty) concerning laboratory testing and operations.

  • Seeks out opportunities to improve the efficiency of laboratory and section operations by regularly evaluating available instrumentation and products, and making recommendations for implementation. Manages an accurate and effective inventory management system.

  • Oversees the performance and preventative maintenance of section and laboratory instruments.

  • Recommends and participates in the continuing education and career development of residents, medical students, fellows, nursing and laboratory staff.

  • Ensures the continual and ongoing compliance and required documentation for all regulatory requirements and agencies. Oversees section and laboratory compliance with safety, infection control, and housekeeping policies.

  • Develops processes and monitors section, and laboratory, operations to ensure prompt and accurate reporting of results within the defined laboratory reporting parameters.

  • Develops instructional and training protocols.

  • Assigns work, directs daily operations, and provides technical guidance to staff.

  • Quality: (20%)

  • Develops and administers an effective Quality Assurance program.

  • Monitors and evaluates the results of the Quality Assurance program by analyzing the adequacy of indicators and implementing improvements.

  • Designs, oversees, and monitors the section and laboratory Quality Control Program to ensure the accuracy and reporting of results.

  • Proactively seeks out methods and information to improve work processes, and researches and implements solutions.

  • Fosters an environment of teamwork and in doing it right the first time.

  • Personnel Management: (25%)

  • Accountable for the technical and professional performance of all section laboratory staff.

  • Responsible for conducting fair and effective annual and probationary performance evaluations, and provides counsel and constructive feedback to develop employees.

  • Manages Human Resource actions including but limiting to recruitment, hiring, orientation, transfers, promotions, disciplinary actions, and terminations in accordance with organizational and departmental human resource policies and procedures. Responsible for laboratory staffing, equitable scheduling, and training.

  • Administers an equitable laboratory Wage and Salary program in accordance with organizational and departmental policies and procedures. Develops and maintains accurate position descriptions in accordance with Human Resources.

  • Financial Performance: (10%)

  • Oversees laboratory section purchasing, and identifies (and implements) opportunities for reducing expenses and improving efficiency.

  • Analyzes and responds to the financial impact of operational decisions.

  • Reviews section and laboratory business reports, initiates revisions, and responds by deadlines.

  • Manages operational budget including but not limited to the management of expenses.

  • Regularly evaluates the level of work and recommends adjustments to staffing levels and resources to meet section and laboratory needs including but not limited to overtime.

  • Assists in the development of the annual section and laboratory operating and capital budget

    6. Other related duties responsibilities and projects as assigned.


NYS license as a Medical Technologist and a minimum of six (6) years of relevant experience required. Supervisory experience, knowledge in multiple laboratory platforms, exceptional record keeping skills and organizational abilities, and knowledge of New York State, CAP, and JCAHO regulations and recommendations for a clinical laboratory preferred.
