GENERAL PURPOSE:
The UHS Dept Administrator reports to the Vice Provost & Director of the University Health Service. This role acts as principal deputy for planning, administrative, and financial affairs for services provided for students, their dependents, faculty and staff related to all components of UHS: Primary Care, the University Counseling Center, the Health Promotion Office, the Occupational Health Programs, the Student Health Insurance Plan (SHIP), public health responsibilities and administrative support.
JOB DUTIES AND RESPONSIBILITIES:
Financial Management
Plans, manages, and implements the annual capital and operating budgeting process, assuring appropriate process and control in all financial areas. Inclusive of University Counselling Center, Health Promotion, Occupational Health, and the Eastman, Medical Center and River Campus Clinics.
Maintains knowledge of health care systems and the methods for analyzing and comparing costs.
Recommends fees for students and for all services.
Manages & coordinates monthly, quarterly and annual departmental financial reporting.
Oversees Occupational Health billing.
Student Insurance Program and Mandatory Health Fee Management
Maintains programs to assure that a high quality, affordable health insurance plan is available for UR students. Working with the NYSDFS and a third-party administrator, manages a self-funded student health insurance plan.
Manages the student health insurance documentation system, including waivers and plan enrollment.
Provides administrative and financial oversight to the UR-SHIP Oversight Committee.
Plans for and completes NYS Department of Financial Services (DFS) required reports, query responses, document submission and audits. Provides competent oversight of annual System for Electronic Rate and Form Filing (SERFF) submissions.
Analyzes and sets annual Mandatory Health Fee for students.
Addresses escalated student and parent concerns.
Provides education and direction to University departments, programs and students as needed.
Personnel Management
Acts as lead supervisor for administrative staff that includes Assistant Director of IT, Billing Administrator, Financial Analyst Finance and HR Liaison, Occupational Health Administrative staff & COVID Project Coordinator.
Provides support and consultation to UCC administrator
Leads management of all UHS non-clinical personnel, including recruitment, hiring, performance management, payroll (HRMS) and terminations. Assures application of UR HR policies to UHS procedures and practices.
Oversees credentialing and privileging of all UHS licensed independent practitioners, inclusive of physicians, nurse practitioners and physician assistants.
Manages Performance (including enhanced supervisor 360 review process), Competence assessment and Wage & Salary programs for all employees of UHS.
Manages annual staff satisfaction survey, analyzes data & reports to the UHS Leadership Team.
Health Care Administrative Management, Accreditation and Planning
Manages all administrative staff, policies and procedures within the organization.
Provides recommendations for changes and improvements to the Leadership Team.
Plans and oversees building and space needs and operations.
Provides strategic planning process guidance as a member of the UHS Operations Committee and Leadership Team. This includes but is not limited to coordination with the NYS Department of Financial Services, NYS Department of Health, U of R Finance Department, Human Resources and other departments/schools within the University.
Acts as the UHS Privacy Officer and sits on the URMC Privacy Workgroup.
Provides administrative oversight for the Accreditation Association for Ambulatory Health Care (AAAHC) accreditation, including HR and IS standards, survey applications, schedules and responses to survey reports
Departmental Administration
Manages UHS website in conjunction with UHS divisions and coordinates UHS communications with the Communications and Marketing department.
Manages UHS ACHA survey data.
Functions as UHS contact to key University departments
Information Systems Oversight
In conjunction with the Assistant Director of Information Technology, provides overall direction for both management and clinical (electronic medical record) information systems
Directs staff in the development of new systems and improved uses of the current systems. Oversee UHS IS staff.
Serves as UHS HIPAA Privacy officer and liaison to URMC HIPAA leadership.
Coordinates UHS systems with other UR systems.
Business Operations Oversight
In conjunction with the Billing Administrator, oversees the student Health History Form & student immunization tracking, and NYSDOH compliance reporting/
Oversees Business Operations for billing and collections for services.
Other duties as assigned
QUALIFICATIONS:
Bachelor's Degree required; Master's degree in business, health care, or related field. 8 years of experience with outpatient Health Care management, health insurance analysis, financial forecasting and leadership required or an equivalent combination of experience and education. Preferred knowledge, skills and abilities: Excellent oral and written communication skills; Knowledge of UR administrative and financial systems

Pay Range
Pay Range: $95,300 - $143,000 Annually
The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
